NEW DELHI: Even as the outrage over the Commonwealth Games loot and the clamour for heads to roll reaches a crescendo, the Delhi Development Authority (DDA) is about to open another shameful chapter. It is setting the stage for appropriating Games Village flats for the very babus who let India down.
The DDA has sent a proposal to the ministry of urban development to allow Games Village flats to be allotted to state entities like Delhi police and PSUs, besides MPs and MLAs. The Central Vigilance Commission and the Comptroller and Auditor General’s office are included in the proposal.
These are the two agencies, besides others, which are investigating various Games-related cases.
The proposal, which was approved at an authority meeting earlier this week, will be implemented through a relaxation of the DDA’s housing policy. “A proposal for relaxation has been sent since at present, allotment or auction of flats by the DDA can be done for the general public only. To allow allotment or auction of flats for government agencies or PSUs, the housing policy needs to be relaxed,” said a senior DDA official.
The proposal, which has been approved by the Lt Governor’s office, will enable the DDA to put up over 600 flats from its share of 723 in the Village for sale to the government sector, much like the Asiad Village after the 1982 Games. The land agency is proposing to auction 100 flats to the public, with the rest earmarked for babus. A senior official explained that “the auction of the 100 flats will basically be held to determine what can be the base price for the flats. This would then be the benchmark for the tenders for auction or allotment to the institutions.” DDA officials admitted that the agency had received several requests from various government quarters for allotment of flats in the Village.
For the public auction, the DDA has decided to add the price it paid to Emaar-MGF—as the bailout amount—as well as the cost of interest and any additional expenditure that the DDA has borne, like cost of furniture and other amenities inside the flats. Said a senior DDA official, “The price being calculated is around Rs 16,000 per sq ft, which will be the tender amount for the bidding process for these 100 flats.”
The DDA’s share in the Village had originally been one-third of the total flats, i.e. around 390. But after the financial bailout to Emaar-MGF, the number of flats in the land agency’s kitty went up by 333 flats to 723.
Sources said that while no suggestions have been made for subsidizing the flats for government agencies, once the proposal is approved by the MoUD, such issues could be discussed.
Both proposals—relaxing the housing policy and auctioning 100 flats to the public—were sent earlier this week. Since the Village is under litigation with Emaar-MGF challenging DDA’s decision to revoke the bank guarantee, sources say there’s plenty of time for the ministry to give its approval.

DDA’s proposal to allot the lion’s share of its flats in the CWG Village to public servants rather than the general public is incredibly brazen. Even as the CVC and CAG probe various charges of CWG-related malfeasance, including the Village, DDA has the gall to suggest that, departing from its mandate to allot flats only to the public, 623 of its 723 flats be given to public servants, including some from the watchdog bodies. The attempt to create a conflict of interest is designed to scuttle the probe and dispense patronage to other public servants cited in the DDA proposal. The Centre would do well to reject the proposal outright and ensure that all DDA flats in the Village are auctioned to the public in a transparent, non-discriminatory manner.

The laws of the land are lax enough for the corrupt and the guilty to go either go scot free or pay a small penalty (which is peanuts) as redemption. Why can’t the laws of the land be stringent enough so as to act as a credible deterrent to anyone even contemplating to break one? Whoever gets these flats is doomed for the simple reason that Eemar MGF used the most sub-standard material in their construction. The life of the flats in no more than two years before they crumble into a heap of sand. I suggest the flats be returned to Eemar MGF and their chairman should be asked to give up the palatial house he occupies in Amrita Shergill Marg, New Delhi (at a price tag of GBP 10 million should instead be given to the nation in exchange. Only some have surfaced due to Media and may be any umber of scams at different levels are brushed under carpet and thus we are seeing all moral principles and social and human values have deteriorated at a very fast pace more in last 15-20 years.. Now Games Flats may be allotted–gifted- to top bureaucrats and may be to politicians also. Politicians promise to do good for the society and when they come to power their only interest it appears is to amass wealth and land or flats which are originally meant for someone else like poor people or in this present scam for Kargil war heroes. There is an excellent nexus between politicians and bureaucrats who conveniently alter rules, change documents or mend rules to suit their interests and this has nothing to do with giving benefit to public who voted them to power. I agree with you that the Indian voters are to blame. But who are the majority of the Indian voters? Who are the voters who are easily influenced and targeted by the politicians? (HINT: The poor people who are more than the rich and the middle class). Even if I do vote who must I choose? I choose the one who I believe is a lesser evil- but all are highly productive thieves, not much of a choice. Sell the flats the present market rates instead of gifting them. Not even an iota of logic is required for the simple solution. There is already scarcity of residential property in Delhi and it will surely sell like hotcakes even at above market rate prices at such prime locations and good environment and facilities. Rehne ke liye ghar nahin, Delhi sarkar karz me doob gaya hai CWG ke baad aur bhi aadat nahin badalte. According to project developer Emaar-MGF, the market value of the flats in Rs 18,000 per sq ft. To panga kahan hai. Just sell them. There are thousands of flats and at least they can recover a few hundred crores of tax payers money if not more.

There cannot be any reservation for any category- it should be to the whole public. The sale has to be done with due care and based on a set of rules clearly laid down. There should not be any block allotments and it should be to individuals only after verifying their genuineness. No binami should be allowed. It was surprising to see him rushing to the Bombay police complaining about the fraud committed on him by a couple calling themselves Jhunjhunwalas. In his complaint to the police the religious preacher is reported to have told the police that this fraudster couple won his confidence and then took a loan from him and just vanished.
The senior police officers rather found themselves out of their wits when they discovered that Kiritbhai, who preached a life of simplicity and a turn away from the ‘material world’ had loaned 35 million Rs. to the fraudster couple. Definitely this was no small amount and it seems they duly alerted the Income Tax people to know for themselves the source of this income
As things stand today while the Bombay police is trying to locate the fraudster couple, the income tax people have also become active. For the Income Tax sleuths the query is simple : how a religious preacher who has no recognisable source of income and who preaches virtues of Spartan life could amass wealth to the tune of crores which could be loaned at interest. ? And if one were to believe a section of the media Kiritbhai seems to have become incommunicado. When ‘Newstoday’ a hindi eveninger from Indore ( March 30 2008) tried to contact Kiritbhai to know his version of the chain of events, he refused to talk over this issue and claimed that he was ‘right now in Bengal’.
It is for everyone to see that if Kiritbhai had not rushed to the police and maintained silence about this ‘fraud committed on him’, nobody could have ever known the role monies play in the spiritual world of jetriding sadhus and globetrotting Bapus.
Of course, looking at the manner in which cases against the high and the mighty are hushed up it is not difficult to predict what would happen next in this particular case. One fine morning one can hear that Kiritbhai himself has ‘decided’ (or one should say ‘advised’) to withdraw the case to save himself from further embarrassment claiming that it was a pure case of miscommunication.
Our recent past is witness to a similar case of coverup when CNN-IBN and Cobrapost had aired an expose which showed godmen laundering money, in the name of God, all for a commission (CNN-IBN Posted Monday , May 07, 2007 at 08:11). The government had then even promised ‘swift and strict’ action in this case which had shocked the entire country. Ramvilas Vedanti, Chairman of the Ramjamabhoomi trust in Ayodhya, who is famous for making inflammatory speeches against Muslims and the secular fraternity, had appeared as a pastmaster of money laundering and tax evasion in the sting operation. He even shares a secret with the interviewer that he has formed a separate trust to facilitate his work of converting black money to white money for a commission.
Looking at the fact that it was time of UP elections and few of the godmen -who were caught on the camera – had never tried to hide their proximity to the Hindutva brigade, the expose had then assumed political overtones. To offset the damage to its image vis-a-vis the expose, the BJP had questioned the authenticity of the sting operation while the VHP had as usual tried to raise the pitch over the fact that why hindus were being victimised.

New Delhi: Spiritual gurus, babas, Godmen – they are known by many names and are often the repository of a collective religious faith in India.
But the faith has been maligned and many who claim to be Godmen, promising to rid lives of evil are nothing short of evil themselves.
After a CNN-IBN-Cobra Post investigation revealed the ugly side of some the most popular Godmen, sharp reactions have been pouring in.
The investigation caught these gurus – Pilot Baba, a former Indian Air Force officer, Vedanti Maharaj, former BJP MP and Guruvayur Surya Namboodiri, who claims to be an astrologer – on camera and showed how they used their positions to launder money by bargaining like an experienced conmen.
The Vishwa Hindu Parishad – to which Vedanti owes his affiliation – seemed eager to distance itself from the baba. VHP Vice President Giriraj Kishore said Vedanti was not a part of the VHP and also blamed the media.
“People like Vedanti are not worthy of being a part of VHP. Also, I think a section of the media is out to malign us. Otherwise what was the need of Shankaracharya being arrested? All this is being done to bring bad name to Hindus. This has nothing to do with religion. Vedanti is not part of any organisation,” Kishore said.
As far as bringing these Godmen under law, it was clear that criminal proceedings could have been initiated against them. In a tete with the CNN-IBN correspondent Shiv Pujan Jha spoke with the former income tax commissioner Vishwabandhu Gupta. Mr Gupta had strongly emphasised on bringing these Godmen under the law. According to him it was a “..[f]it case for criminal proceedings. Two of the biggest religion mafias are the Ram Janmanbhoomi Nyas and the Vishwa Hindu Parishad amongst the Hindus. They have 10 bogus trusts floated from the same address. The names are there (in our record) and so are the addresses. They are getting money from 50 countries abroad and are also getting tax exemptions. There are no accounts as well. You see, this is a big menace. We have calculated and found that religious leaders annually earn $3 bn which is about Rs 10,000 crore -Rs 15,000 crore worth of money. What they do is they get land at throwaway prices. During the last government, 11 including that Sadhvi Ritambhara – whatever her qualifications are – got a fantastic (sic) piece of land at a throwaway price for the services that she heads today. There have fraudulent names, addresses, existences and expenditures. They use it for spreading communal hatred. Looking at the dilly-dallying by the state over this expose Brinda Karat, leader of CPI(M) had demanded action against the seven godmen who had ‘admitted involvement in halwa operations on a television programme’ (The Hindu, 26 May 2007). In a letter sent to home minister Shivraj Patil she had categorically said : “These gentlemen run Trusts and charitable foundations which are used as cover for their nefarious and illegal activities. They have cynically misused and made a mockery of the faith of those who have become their devotees. They have made crores through a racket of helping tax evaders. But equally important, the routes they have provided for conversion of black money into white caneasily be used [by] terrorist organisations and anti-national elements to fund their activities,”.
History bears witness to the fact that no action was taken against the erring ‘Godmen’ despite strong prima facie evidence against them.
Perhaps friends of Kiritbhai may ask the government to emulate the approach adopted last year.

Time to Ban ‘Hindu Janjagruti Samiti’ and ‘Sanatan Sanstha’

( It is really difficult to believe how an organisation which supposedly ‘aims to present religious mysticism in a scientific language for the curious and to guide seekers’ and which ‘conducts weekly spiritual meetings, discourses, child guidance classes, workshops on spirituality, training in self-defense and campaigns to create awareness of righteousness’ to further these aims can double up as an organisation which can invite prosecution under ‘laws meant for unlawful and terrorist organisations’.
But any impartial observer of the activities of ‘Sanatan Sanstha’ and ‘Hindu Janjagruti Samiti’ would concur with the view that these organisations need not be allowed to spread their venomous agenda among innocent people any further. The recent bomb blasts in Maharashtra where members of these organisations have been found to be involved is another reminder about the danger which these organisations present before the communal harmony situation in our country.)
It is definitely no Kafkasquean scenario where one fine morning someone experiences metamorphosis of a different kind.
It is a real world, world which talks of ‘spiritual salvation’ and ‘awareness of righteousness’, a world which supposedly ‘aims to present religious mysticism in a scientific language for the curious and to guide seekers’, which ‘conducts weekly spiritual meetings, discourses, child guidance classes, workshops on spirituality etc.’ but this is just one part of the whole story.
The other part of the story is that here ‘destruction of evildoers’ is an integral part of ‘spiritual practice’. And this ‘destruction’ is to be done at ‘physical and psychological level’. Interestingly to facilitate this ‘Dharm Kranti’ (religious revolution) the seekers are also provided with training in arms – rifles, trishuls, lathis and other weapons.
Enter the world of Sanatan Sanstha and Hindu Janjagruti Samiti, which recently reached national headlines for completely non-spiritual reasons, when its activists/members were arrested by Anti Terrorism Squad (ATS) of the Maharashtra state for recent bomb blasts in Maharashtra. It was sheer coincidence that these terrorists belonging to these organisations could be nabbed and for the first time a possibility emerged about tracing the real culprits behind many unexplained bomb blasts in this part of Western India.
In fact the bomb blasts at theatres in Vashi ( Visnudas Bhave Auditorium, 31 st May) and Thane ( Gadkari Rangayatan Auditorium, 4 th June) which fortunately did not kill anyone, would have similarly joined many such blasts where real culprits could never be identified, if the ATS had followed the oftbeaten track of stigmatising particular community and thus restricting the scope of investigation. One crucial link which the police already had was that the play which was to be staged in these two auditoriums named “Amhi Pachpute” had evoked a strong reaction from the members of the Hindu Jangagruti Samiti (HJS) and Sanatan Sanstha (SS) earlier. The HJS and SS members had even held joint protest to register their protest about the manner in which ‘hindu mythological figures had been shown in poor light’ in the drama. Interestingly HJS members had similarly held violent protests earlier when another play by the same author ‘Yada Kadachit’ was staged.
The arrested terrorists namely Ramesh Hanumant Gadkari ( 50), Mangesh Dinkar Nikam ( 34), Vikram Bhave (26), Santosh Sitaram Angre (26)and Dr Hemant Chalke provided many crucial details to the ATS team. It was the same group which was involved in bomb explosion at Panvel Cinema Hall in February when Jodhaa Akbar was screened. They had also planted a bomb outside a mosque/dargah on the Pen Highway last Diwali. It was worth noting that these terrorists who owed their allegiance with HJS and Sanatan Sanstha did not regret their act. They reportedly told the investigators that ” We are proud of what we did to deter those who were trying to show our gods and goddesses in poor light.”
The aggressive statements by the culprits emphasised the arrival of Hindutva terrorism in India – a charge which was already in air but never conceded by anyone. Not to be left behind, Bal Thackeray, the Supremo of Shiv Sena praised these ‘brave Hindus’ but chided them for using improvised techniques and exhorted Hindus to form ‘suicide squads’ to tackle the ‘menace of Islamic terrorism’.

The state Anti-Terrorism Squad (ATS) on Friday recovered a sizeable cache of gelatin sticks, detonators, circuits, remote controls and batteries from three locations — two in Pen and another in Satara. The recoveries were made on information provide by the two people arrested earlier this week in connection with the recent blasts and planting of explosives in auditoriums in Thane, Vashi and Panvel.

The arrest of these five Hindu terrorists belonging to Hindu Janjagruti Samiti and Sanatan Sanstha and the blowing of lid over the operations of these organisations was followed by demand from different quarters of society to ban these fanatic hindu organisations.Apart from Nationalist Congress Party, (NCP), Samajwadi Party (SP) or Jamiat Ulema e Hindi many other organisations/individuals raised their voice in unison.
Recently a Dharana was held at Azad Maidan, Bombay on 20 th June under the aegis of Maharashtra unit of Movement for Peace and Justice (MPJ) to condemn the involvement of activists of Sanatan Sanstha and Hindu Jan Jagruti Samiti in recent bombings in Thane and Vashi. Organisations .like Mumbai Catholic sabha, India Center, Maharashtra manav Adhikar Sanrakshak Samiti, Yuva Sarkar, Indian Republic Party, Bahujan Mahasangh, Muslim Front, catholic Secular Front, Senior Citizen of Royal College, Awami Bharat, Vidyarthi Bharati, Hindu Vikasini etc.have supported MPJO.A massive dharana of various social-cultural and political organisations held under the aegis of Maharashtra unit of Movement for Peace and Justice (MPJ) on Azad Maidan (20 th June).
Looking at the fact that it is for the first time that organised involvement of Hindutva terrorist groups in bomb blasts in India is being clearly seen, secular organisations have underlined the need to have a fresh look at terror attacks in India and toning up central and state agencies to look for real culprits. It is also being pointed out that barring the 1993 Bombay bomb blasts which have been investigated, investigations in most of the other bomb blasts in the country have reached dead end. Security agencies following a preconceived path and focussing on one possibility has led to a situation whose end product has been demonization of Muslim community and the rise of Islamophobia in India.In fact it has become a usual pattern which has been well imbibed by the police and security agencies, where blast anywhere in the country would be claimed as the handiwork of ‘Islamic terrorist organisations’ , sketches would be prepared and innocent people would be arrested without any proper proof and would be put to endless torture. The recent Jaipur bomb blasts saw police releasing skethches of suspects at least twice without any valid explanation about the withdrawal of the earlier sketches of drawings. If there is intervention at the level of human rights activists or at any other higher level all such ‘culprits’ would be released with a warning that they do not disclose anything to anyone. Although the chief minister of Maharashtra has pointed out that these investigations have exposed the myth that only particular community is involved in terror attacks, and has advised to maintain balance in investigations, activists have pointed out the double standard adopted by the same police in arresting the culprits. It is being said that police has said that these accused can’t be arrested under the Maharashtra Control of Organised Crime Act (MCOCA) because these acts of terror were not done by “an organised terrorist group.” It is true that any democracy loving person would never support such a law which itself is a grave attack on human rights, but the moot question arises is that how can police adopt ‘double standard” that the secular organisations are completely against. They have rightly raised the question, if the arrested terrorists would have been Muslim, whether police would have given similar explanation.“How can one differentiate between the Hindutva terrorism and the so called Islamic terrorism? And more importantly, does terrorism has any religion?”

A writeup in Indian Express (June 23, 2008) titled ‘Quietly, hardline Hindu Outfits build a network across Maharashtra, Goa’ explains the working of these organisations which ‘work like wheels within wheels’ and mobilise Hindus on ‘a cocktail of Ramrajya, Hindu Dharma, and “dharamkranti ‘ religious revolution”. A notable feature of HJS and SS is while there is no formal membership and funding is through donations, satsangs/religious gatherings are an important feature of mobilisation of people. Apart from many centres in different parts of India, they have centres in New Jersey, Brisbane, Melbourne, Dubai and many other places. It also provides details of the newly launched outfit “Dharamshakti Sena” pictures of whose inaugural rally show young men dressed in military fatigues. The “Sena” was established in 16 districts of Maharashtra towns and cities on Gudi :Padwa day this April.
Dharamshakti Sena chief Vinay Panvalkar has travelled extensively across Maharashtra after establishment of the outfit and is reported to have delivered inflammatory speeches. In a meeting held in Pune he is quoted as saying “Hindus are cornered from all sides, but there is no retaliation from them.” In another meeting in Thane he says “The war in future will be a Dharamyudh and Dharamshakti Sena will be the guiding force”.
As has been already reported the arrested Hindu terrorists have claimed that they were working on their own initiative, and the leadership of Sanatan Sanstha and Hindu Janjagruti Samiti has also categorically denied any role in there acts. Interestingly, in one of their own publications they have also condemned the act albeit sympathised with their grievances.But any close watcher of the whole situation knows that it would not be possible for the leadership of Sanatan Sanstha and Hindu Janjagruti Samiti to hide behind formal explanations for long.
Apart from the trysts of the terrorists with bombs and violence police is rather baffled with the recovery of explosives from different parts of Maharashtra at the behest of the arrested activists :
“According to ATS officials, while 19 gelatin sticks, two circuits with remote controls, a circuit without a remote and 20 detonators were found buried in the ground at a spot in Varsai village near Pen, three circuits with remote controls, a circuit without a remote, 12 batteries, a timer and a voltmeter were recovered from the bed of a stream in Pen. Another recovery of similar objects was made from a location in Satara.
“The recoveries in Pen were made on details obtained during the interrogation of Vikram Bhave (26), while that in Satara was based on information provided by Mangesh Nikam (34),” said Additional Commissioner of Police, ATS, Parambeer Singh.

A senior officer of the Anti Terrorism Squad has told the media that the meticulous planning which has gone into organising the bomb blasts shows that it cannot be initiative of few persons only and they have all the options yet open before them. According to him various members of these organisations are being questioned. If there role is found in the planning or the execution of these incidents, ATS would write to the central government and seek that they be banned.
Apart from interrogation of different associates of these Hindu terrorists the ATS also needs to take a close look at the plethora of literature published by Sanatan Sanstha and Hindu Janjagruti Samiti and different issues of their regular newspaper and magazines and other material. A close look at the functioning of the organisations and the methods of their indoctrination which place the “Guru” (teacher) at a supreme level, makes it clear that it would not be difficult for the ATS to nab the people who ‘remote control’ the activities of their gullible followers.
It need be told that apart from the ‘magnum opus’ of the founder of SS and HJS, Jayant Athavale which is called “Science of Spirituality’ – which is book of 21 volumes – and other texts about ‘Divine Kingdom’, ‘Arts for God Realisation’ and ‘Spiritual Experiences of Seekers’ etc. a very important text in the training of the seekers is Texts on Defence where seekers of divine kingdom are also imparted training with air rifles ( Vol 3 H – Self Defence Training, Chapter 6, Page 108-109)
It would be opportune to discuss a portion from this text which trains the seeker in ‘Firing’ . In 7 a. it trains the seeker in standing stance (kada pavitra) [shooting in the standing posture] in section 7
b. it discusses Sitting Stance (baitha pavitra) [shooting in the sitting stance]. It also shows the photograph of Vinay Panvalkar wearing a hat showing the different positions.

Another writeup in ‘Goan Observer’ also displays seven photographs of Vinay Panvalkar which have appeared in another of Sanatan Sanstha’s publication ['Swasaunrakshan Prashikshan' (Self Defence Training)] While four photographs show training by rifle, two photographs show how to attack someone with a long Trishul and the last one is the usual fight with hands. The same writeup makes an interesting point vis-a-vis HJS/SS and RSS/VHP/Bajrang Dal.
According to the writeup
..It would appear that these hardline organisations have come up because of the disillusion meant amongst hardcore fanatic Hindus that the BJP and the RSS have compromised their core values for political gains. In fact though the Sansthan boasted of over two lakh members when it started in 1999, many members were expelled because they were proved to be ‘corrupt’. Unlike the RSS, VHP and Bajrang Dal activists the activists of the Sanstha maintain a very low profile which makes it difficult to combat their mischief .
The same page carries a photograph of Jayant Athavale, founder of HJS, and SS, in military fatigue exhorting people to ‘Become Hindu Naxalites to combat the Naxalites who are the biggest enemies of Dharamrajya’.
Jayant Athavale’s magnum opus ‘Science of Spirituality’ in its chapter ‘Spiritual Practice of Protecting Seekers and Destroying Evildoers’ ( Vol I, E, Page 64-65) underlines the importance of Guru to undertake spiritual practice’. It clearly absolves the seeker from any act of destroying evildoers.
It says
B 2. One chanting continuously : The action of destroying evildoers becomes a non-action only if done along with chanting the Lord’s name, as then it becomes a mere act (Kriya). Then the Law of Karma (Action) does not apply.
B 3. One who is permitted by saints or Gurus to undertake this spiritual practice: Destroy evildoers if you have been advised by saints or Gurus to do so. Then these acts are not registered in your name.
According to the book
Timetable of the spiritual practice
a. Year 1997-1999 A.D. ( 3 Years) : Impressing upon the mind that ‘destruction of evildoers’ is a part of the spiritual nature.
b. Year 2000-2006 A.D. ( 7 years) : Actual destruction of evildoers at physical, psychological and spiritual levels.
c. Year 2007-2022 A.D. ( 16 Years ) : Generating the potential to run the kingdom of the Absolute truth
d. Year 2023 – 2025 A.D. ( 3 Years) : Commencement of the regime of Absolute Truth ( divine kingdom)
In Vol 4 of the book ‘Texts about the Divine Kingdom’ which focusses itself on Social Upliftment, National Security it measures someone’s ‘spiritual progress’ when he is compelled to ‘kill someone.’ (Page 48-49)
6 C 4. Test of Spiritual Progress : One will perceive how much spiritual progress one has made only when he is compelled to kill someon. It is easy to make statements like ‘everything is Brahman’ (God)’ When actually performing the act of killing, if the mind remains steady and does not waver at all like Arjun’s did, only then can one say that one has realised Brahman.
It also presents its ideas about who would ‘bring about a revolution’
6 D. Only warrior seekers (Kshatravir) can bring about a revolution.
6 D 1. Warrior seekers who have an unparalleled combination of a selfless attitude, unity, intense motivation to undertake the mission and faith in it The Lord. It is not an easy task to oust evil politicians. To achieve this, one will have to combat their ruffian party workers, the police force and the army under their command. Therefore, this is certainly not the work of selfish politicians. The people have experienced in the last 54 years after independence that despite granting opportunity to various parties to assume power, replacement of one politician by another does not bring about any change in society.
Apart from valorising violence through its literature and actions, the organisations have achieved notoriety for abusing other religions and their prophets. e.g In one of its issues of ‘Sanatan Prabhat’ ( 9 th Dec 2005) – a newspaper brought out by it from many districts in Maharashtra and Goa, it ‘exposes the real nature of Bible’ by calling it a ‘manual for teaching immorality’ which discusses in detail ‘ the rape of a sister by a brother’. It is part of its usual practice to show a Pastor with horns whose sole agenda is proselytisation. Its humiliation of Islam and Prophet Muhammad nearly created a riot like situationi in Miraj ( First week of November 2005)

It is for everyone to see that organisations like Hindu Janjagruti Samiti, Sanatan Sanstha and Dharamkranti Sena and their open espousal of violence against ‘evildoers’ under the garb of ‘spiritual practice’ cannot be allowed to continue any further.
Whatever might be the claims of the likes of Gadkari, Nikam, Angre and others – the accused in the bomb blasts – that the whole operation was their own initiative, it is clear to any layperson that their organisations can never escape the blame for preparing the conditions so that ‘seekers’ unleash violence against religious minorities for the espousal of spirituality. A cursory glance at the writings and speeches of the leaders of SS, HJS makes it clear that in a democratic setup they need to pay for their hatefilled speeches and for promoting division of society on communal lines. For all its talk of spirituality it is becoming extremely clear that the likes of Jayant Athavale are essentially zealots for the formation of Hindu Rashtra in secular India. In one of his exhortations (Sanatan Prabhat, 16 th August 2005) talks of ‘ Inevitability of the building of Hindu Rashtra to avoid braking of India at the hands of the irreligious’. It was only last year that HJS had organised a photo exhibition in different parts of Goa and Maharashtra to present their version of the ‘attaks on Hindus in Kashmir and Bangladesh’ This particular exhibition evoked a strong reaction from wide cross-section of people with its one-sided pictorisation of events. The said exhibition had been prepared by Frank Gautier, a saffron sympathiser from Europe
It is high tmie that measures are taken at the polity level so that the likes of Jayant Athavaale and Vinay Panwalkar and all their comrades are restrained from taking up any cause which could ‘provide fresh impetus to forces of exclusion and hope.’
It is possible that the government dithers over taking up any action against leaders of HJS , then one will have to get ready for a protracted struggle against these forces. People conversant with law or its different statues can tell you what sort of clauses from Indian Penal Code would apply in case of the hatefilled propaganda by them. If convicted they will have to spend at least three years in any Indian jail.
Question remains who will gather enough courage to ‘bell the cat’?

Well, for laypersons like you and me who have the ‘misfortune’ of attending any normal school, the answers to these queries would be in the negative. But if you happen to see the yet to be released film/docu-feature titled ‘Karmayogi’ you would be enlightened with a different set of answers.
You would be told that it is a myth to say that RSS kept itself away from freedom struggle and in fact it had decided in its high level meeting to participate wholeheartedly in the struggle. (It is a different matter that till date one has not yet discovered a single freedom fighter who owed allegiance to RSS brand of Hindutva). If one goes by this bollywoodian version of Sangh trajectory, you would know that Congress government led by Nehru had made frantic calls to the Sangh bosses for Gandhi’s safety and a team of Swayamsevaks in fact happened to be brave enough to volunteer for his security.
Ofcourse there could be many more surprises in store for you. And I would not like to deprive you from 100 % pure entertainment when this film which has been directed by Nitish Bhardwaj, ( of ‘Mahabharat’ fame) arrives in a cinema hall near your home.
Ofcourse it need be told that this presentation of ‘filmy’ version of Sangh history is formally a part of the grand birthday centenary celebrations of the second Supremo of RSS, Madhav Sadhashiv Golwalkar. Fondly called ‘Guruji’ by his followers for his brief stint in Banaras Hindu University as a teacher of zoology, Golwalkar led the RSS for a period of 33 years, after the demise of its first Supremo Dr. Hedgewar (1940). Within the Sangh circles, he is credited with providing a theoretical basis and a practical organisational framework for this formation.
It has been more than five months that the anniversary celebrations of Golwalkar are on starting with a big gathering of his followers at Nagpur (24th February 2006). It has also been resolved that the celebrations would culminate in a rally to be held on 18 th February 2007 in Delhi. The focus of the yearlong celebrations is ‘social harmony’ wherein meetings, seminars, rallies are being held all over India with special focus on the deprived sections namely the dalits and the tribals.
Definitely nobody can question the prerogative of his followers to concentrate on ‘social harmony’ during the yearlong celebrations, but it is clear to any impartial observer that the kind of politics which Golwalkar practiced all his life stood miles away from the actual essence of the term.
VIRTUES OF MANUSMRITI ?
- (He was known as ‘guruji’ (revered teacher). I find that at least in some vernacular papers he is being referred to as ‘shreeguruji’. The addition of shree to his title guruji makes him nearly sacred, an avatar of sorts. Within the Maharashtrian context this has an additional meaning or signification. Mystic gurus are often referred to as ‘shreeguruji’. You can see thus that there has been rather subtle glorification of Golwalkar, the new appellation making him stand a little above the human level.)

Ofcourse neither the film nor any of those twenty short booklets which are being prepared and distributed, explaining his worldview to the common people tell us about the facets of his life which the Sangh itself finds uncomfortable. And one of the most underreported aspect of his life is the way he espoused the cause of Manusmriti all his life.
It was late ’60s when Maharashtra witnessed a massive mobilisation of people, cutting across party lines, which was precipitated by a controversial interview given by Madhav Sadashiv Golwalkar, the then Supremo (Sarsanghchalak) of RSS, to a Marathi daily Navakal
Golwalkar in this interview had extolled the virtues of Chaturvarnya (the division of the Hindus in four Varnas) and had also glorified Manusmriti, the ancient edicts of the Hindus.
Ofcourse, it was not for the first time that the Supremo’s love and admiration for Manusmriti, which sanctifies and legitimises, the structured hierarchy based on caste and gender, had become public. In fact, at the time of framing the constitution also, he did not forget to show his disapproval towards the gigantic effort, claiming that the said ancient edict could serve the purpose. ‘Organiser’ ( November 30, 1949, p.3) the organ of RSS gave vent to his ideas :
But in our constitution there is no mention of the unique constitutional developments in ancient Bharat. Manu’s laws were written long before Lycurgus of Sparta or Solon of Persia. To this day laws as enunciated in the Manusmriti excite the admiration of the world and elicit spontaneous obedience and conformity. But to our constitutional pundits that means nothing.
It was the same period when attempts were made to give limited rights to Hindu women in property and inheritance through the passage of the Hindu Code Bill., which were opposed by Golwalkar and his followers, with the contention that this step was inimical to Hindu traditions and culture.
HATE AS HARMONY
A journey down the memory lane makes it clear that the period during which he led the organisation (1940) was one of the most tumultuous periods in world history. It was a period, which was signified by three broad currents: The ascendance of the forces of Nazism and Fascism, the surge in the anti colonial struggles in the present day third world and emergence of militant socialist movements in many countries with due help and support from Soviet Russia. Coming to India, the anti-colonial struggles and the rising communist movement were mediating its path through the socio-cultural movements challenging caste and gender hierarchy, led by the likes of Periyar, Ambedkar. It was also for the first time in this part of the world that new bonds of solidarities cutting across caste, community and regional loyalties were being forged in opposition to the British colonialists.
Retrospectively, it can be said that Golwalkar, whose project of Hindu unity which took inspiration from the experiments in social engineering undertaken by the likes of Hitler-Mussolini, miserably failed to see this historic march of history. He celebrated the way Germans were purging the country of Jews. In his controversial book ‘We Or Our Nationhood Defined’ which he had penned down when he was appointed SarKaryavah by Hedgewar, (1938) he had clearly stated :
To keep up the purity of Race and its culture, Germany shocked the world by her (sic) purging the country of the Semitic races – the Jews. Race pride at its highest has been manifested here. Germany has also shown how well nigh impossible it is for Races and cultures, having differences going to the root, to be assimilated into one united whole, a good lesson for us in Hindusthan to learn and profit by.
On the domestic front, his project of ‘Nation Building’ not only hinged around opposition to the Muslims, Christians but also the challenges posed by the anti-Brahminical struggles. In fact, with this characteristic worldview, he had no qualms in keeping himself and the organisation which he led, aloof from the anti-colonial movement and oppose the assertion of the dalits and the tribals. He derided the heroic anti-imperialist struggle of the masses as a struggle for ‘territorial nationalism’ as opposed to his fight for ‘cultural nationalism’.
The partition of the country and the consequent bloody riots suddenly saw him catapulted to the centrestage of Indian polity. The world saw him and his organisation surging ahead with the twin objective of providing help to the hindu refugees and also take advantage of the communalised ambience to strengthen itself. There are enough documentary proofs to show its ignoble role during that period. It would be opportune to look at the memoirs of a senior civil servant who was posted as Chief Secretary of UP in those tumultous times to get to know one such instance.
Rajeshwar Dayal, the then Chief Secretary reveals in his memoirs, A Life Of Our Times ( 1998, Orient Longmann) notes that soon after the partition the deputy IGP of the western range, BBL Jaitely produced before him two steel trunks. They “revealed incontrovertible evidence of a dastardly conspiracy to create a communal holocaust throughout the western districts.”There were accurate maps “marking out the Muslim localities and habitations…Timely raid conducted on the premises of the RSS had brought the massive conspiracy to light.The whole plot had been concerted under the direction and supervision of the Supremo of the Organisation himself – both Jaitley and I pressed for the immediate arrest of the prime accused M.S. Golwalkar ” Incidentally the then Chief Minister of UP, Mr G.B.Pant refused to order the arrest. He was arrested only after Gandhi’s assasination.
The assasination of Gandhi at the hands of a fanatic not only saw the RSS getting banned but was also witness to arrests of many leading workers of the same. Vallabhbhai Patel, then Home minister, in a letter to Shyama Prasad Mukherjee, his Hindu Mahasabha colleague in the cabinet, wrote :
Our reports do confirm that, as a result of the activities of these two bodies particularly the former ( the RSS), an atmosphere was created in the country in which such a ghastly tragedy ( Gandhi’s assasination) became possible…The activities of the RSS constituted a clear threat to the existence of the government and the state. Our reports show that those activities, despite the ban, have not died down. Indeed, as time has marched on, the RSS circles are becoming more defiant and are indulging in their subversive activities in an increasing measure.

The subsiding of the communal riots and the way the leadership of the independent India went ahead in meeting the challenges faced by the nascent nation found himself and his organisation in a typical quandary. The stigmatisation of the forces of Hindutva for their ignoble participation in the assassination of Mahatma Gandhi, coupled with their non-participation in the anti colonial struggle, had led to their further marginalisation in the Indian polity. It was a time when Golwalkar as a leader of his organisation, was forced to revisit the ways and means of sustaining the project of building a Hindu Rashtra.
SANITISING THE SUPREMO
It is worth noting that the anniversary celebrations of Golwalkar, have brought into short focus the discomfort experienced by his followers over his controversial legacy. Ofcourse it need be underlined that as far as basic understanding of the project of Hindutva is concerned there does not seem to be any divergence of views. The ‘successful social experiment’ which witnessed genocide of innocents in Gujarat in the year 2002 bears testimony to his followers unabiding allegiance to the Golwalkarian project of ‘nation building.’ To be very frank, their unease has arisen over the packaging or presentation of the project.
The feverish attempts by his followers to tell the outside world that he was not the author rather translator of the controversial book ‘We or Our Nationhood Defined’ despite facts to the contrary, or their daily new ‘discoveries’ of participation in the independence movement or their claims from rooftops about ‘untouchability’ having no place in hindu ethos, just go to show that the celebrations are also an occasion for them to present before the gullible public a more acceptable and more humane looking Golwalkar. It need be emphasisde that in his Preface to We or Our Nationhood Defined dated March 22, 1939, Golwalkar himself claims authorship of the book. The American scholar Jean A. Curran who did a full length study on RSS in early fifties, Militant Hinduism in Indian Politics: A Study of the RSS (1951) confirms that Golwalkar’s 77-page book was written in 1938 when he was appointed RSS General Secretary by Hedgewar and he calls it as RSS’s ‘Bible’.
Looking at their foolish attempts to ‘sanitise’ their own Supremo, one is rather reminded of George Orwell’s novel 1984 where the Rulers of Oceania, by their language of newthink and process of doublethink, convinced the masses that statements formerly considered irrational were rational. In other words, virtual reality became actual reality and the Party’s slogans, accepted by the ruled, were “War is Peace”, “Freedom is Slavery”, and “Ignorance is Strength”.
Perhaps the Sangh thinkers assume that India has already metamorphosed itself into their very own Oceania, the Hindu Rasthra of the Supremo’s dreams.
